Liberty is the power of the man has to do according to his will.

John Locke,
“The ideal of liberty is the ideal of a power in any agent to do or not to do any particular action, according to the determination or thought of the mind, whereby either of them is preferred to the other; where either of them is not in the power of the agent to be produced by him according to his volition, there he is not at liberty, that agent is under necessity. So that liberty cannot be, where there is no thought, no volition, no will; where is no liberty.”

The Baluch people have fallen into Iran and Pakistan their state “Baluchistan” once was an independent state has been broken and divided by the British Empire. The Baluch nation here right now is not in liberty, he is not a freeman. The Baluch has wish, he prefer he has not fallen into neither country; control of to be or not to be Pakistani or Iranian is not in his hand, in that Baluch is not free.
The Baluch has been locked beyond his power to get out from undesirable companies, which he stays unwilling. The Baluch preferred to be free and re-establish his own state. The liberty is having a power of doing or not doing according to the persons choose. The Baluch have not power to be free according to the preference of their mind, to take it or lay it, there Baluch is not at liberty. Will is the power, Power of the mind to determine its thought to stop being Iranian, Pakistani. Liberty is the power of the man has to do according to his will.
