changing one’s culture is a painful experience


Tribe units of Baluchistan vary in size. Local self governing communities running their own affairs with some political participation and with inequality and territory controlled by a centralised force at one point (Sardar). States dominant authorities exist on Sardars. The tribesmen depend for their function on a face to face contact; they cannot expend in size without transform themselves out of recognition.

A tribesman is loyal to a tribe which is much more interested in differentiating itself from others tribes, quite often extends its limits beyond in competition with the state.  To try to impose on all level of tribal society universalised homogenised culture fortified by writing would be a dream. It cannot be done.

A Sardar in the Baluch tribal system is a concept to resist disorder in the Baluch tribal societies. The sardari disorder resistance is a reasonable natural notion already in use in the Baluch society and it is not artificially invented by British or Iranian, and Pakistan.

 The Sardari systems constitute a very serious problem for modern society. The sardar has served the agrarian societies well. Sardari and its supporter in Baluchistan like to suppose that certain categories of man are natural rulers and others are natural slaves, and sanctions are deployed (ideological) to persuade men to conform to these expectations and indeed to internalise them.

The society has invented dubious man or origins quality whose main purpose was to be disorder resistance in the society. The Iranian Shiite ruling elites are often defined and legitimated in terms of descent from Shiite 12 Imam. Baluch tribes are often expressed in terms distinct conquering tribes. Tribal system has created fracture and real gap in the Baluchistan among the cities and pastoral dweller Baluch.

The Baluch nation in general and tribal society in particular is face with the social, cultural, linguistic reproductions crisis. When a tribe takes children that born into it and obliging them to share in communal life train them, turns those children into adults reasonably similar to those of preceding generation in this ways the tribal society and its culture continued themselves. The states centralised, culture, education, labour reproduction in which are distinct from the Baluch have taken over the preparation of youngsters.
 The tribal society had reproduced itself independently on a small scale. The cultural, linguistic and social reproductions are necessary for the Baluch nation to sustain it distinct characters as a nation without help from outside. Majority of the Baluch population economically and culturally and socially belong to self producing groups. They educate their young on job; very few can afford special training.

The tribal society is no longer capable of self-reproduction, which centralised universal education is the obligatory and replaced Baluch culture and languages. Nationalist movement is not fruit of abnormal ideology, or of emotional admission. It is an adjustment between particular forms of government.

The employability, dignity, security, and self-respect of individual hinge on their education; and limits of the culture within which they were educated are also the limits of the world within which they can morally professionally breathe. A modern man is not loyal to monarch or tribe, or a faith, but to a culture.

School transmit cultures not folk. The Ancestry, wealth connections are important in the modern society, but they are not source of pride. Advantaged secured in them can be explained away.

The education infrastructure is too big and costly only the state can sustain its cost and control so important and crucial function. Culture is now the life-blood and shared environment, within which the member of the society survive and produce.  For the Baluch it must be one in which they can all survive and speak and produce, it has to be the Baluchistan for Baluch. It must be literate, training sustained culture, and it could no longer be locally tied, illiterate tribal tradition.

The Baluch is irreversibly committed to independent Baluchistan, for a society whose system is based on cumulate science and technology. The science and technology can give Baluch a prospect of standard of living which others have taken for granted.  Tribal (Sardari) system is no longer an option, to sustain it would denies the great majority of Baluch freedom and condemn the Great majority to unacceptable conditions.

The tribal social organisations are not favourable to the nationalist principle to convergences of political and cultural units and to school- transmitted nature of culture within Baluch politic.

There are rival central powers strives to corrupt the Baluch and capture territory; changing one’s culture is a painful experience; no one surrender its territory happily, give all this it follows a period of bound to be violent and conflicts. A period of re-adjustment in which political and cultural boundary to be modified, so as to convince the nationalist vital which is making itself felt in Baluchistan. Baluch nationalist would not disappear, the actual historical facts conform their expectations.

No nation or state arrive the scene by divine order. Baluch nation is the fruit of development within Baluch society and these developments were not disappear of their own occur. Baluchistan has been conquered and divided, occupied nation lose the monopoly of power with it, the monopoly over its institutions. Iran and Pakistan are committed to use of force, their conquest of Baluchistan is not industrial and trade oriented. Their activities are difficult and take up large part of their energies.

It is mistaken believes that whenever nationalism has taken root it has tended to succeed over other ideologies. From the every ten potentials nationalist raised nine have failed.  Nationalism is not imposing homogeneity on the populations’ unfortunate enough to fall under its authorities.

A modern state can only function with a mobile literate, culturally and linguistically, interchangeable population then the illiterate half starved population sucked in civil war like situation uprooted wandering villager.  The Baluch tribal society expects to continue to be ejected from the current territorial states (Iran and Pakistan) cultural pools. The full citizenship and access to primary school, employment denied to them and rejected by high culture.

A tribe culture is a small. A dialect spoken by villages’ offer few prospect; lack of literacy tradition, lack of personal skill the alienate Baluch are the victim of territorial states. Nationalist in Baluchistan require cultural pools which are large and have good historic base and good intellectual that equipped to propagate this culture.

It is hard to pick up a qualification or set of quality that guarantee nationalist success or which will ensure its failure.  But compact territorial states like Iran and Pakistan, and capable intellectuals’ energetic masses will be destined to prevail. Some linguistic nation have gone humbly to their disaster, their culture slowly disappeared, dissolved into the new national state.

Baluch nationalism is a reality. It is a new form of social organisation, based on education, internalised, dependent cultures protected by its own state. It uses some pre-existing culture, history and transforms them in the process, because it cannot use them all. Nationalism is natural orders of the politic of humanity only pushed aside by occupation, the real history of nation begin when it obtained its own state.
