The Khan of Kalat Suleman Daud,
As The result of the meetings held, from 3rd June 1947 to 7th August 1947, between Baluchistan delegation’s and officials of the Pakistan states department presided over by the Crown Representative and Viceroy Louis Mountbatten and of serious meetings between His Highness the Khan of Kalat and Mr. M A Jinnah following is the situation;
- The Government of Pakistan recognizes Baluchistan (Kalat) as an independent sovereign state, within treaty relations with the different from that of India.
- Legal opinion will be sought to whether or not an agreement of lease between the British Government and Kalat will be inherited by the Pakistan Government.
- When this opinion has been received, further meetings will take place between the representative of Pakistan and the Khan of Kalat in Karachi.
- Meanwhile standstill agreement has been made between Pakistan and Baluchistan (Kalat).
- Discussion will take place between Pakistan and Kalat in Karachi at an early date with a view to reaching a decision on defense, external, and communication.
On 11 August 1947 Baluchistan became the Independent State.
At the first opportunity, the founder of Pakistan, Jinnah had violated Baluchistan sovereignty and Declared Kharan, Las-Bella, and Makarn which had been a district of Kalat for centuries’ princely states, and annexed them into Pakistan against the Baluch will and violation of Baluchistan sovereignty. Jinnah had no authority and legitimacy to declare provinces of sovereign Baluchistan princely states.
Pakistani did not stop with the annexation of three-part of Baluchistan into Pakistan. Jinnah diplomatically isolated Kalat created misperception about Baluchistan among the international community, and they Besieged Kalat from four fronts for 9 months in the end they sent the army to Kalat and forced the Khan to sign an annexation treaty under duress, what we are calling force annexation.
Human rights violation, since the annexation of Baluchistan in Pakistan all Baluchistan political leaders, notable, including The Khan of Kalat had been put in prison for treason. Every military or civic government has eroded Baluchistans social, community institutions, Baluch freedom, and they encroached on The Baluch liberty and violated dignity, freedom, and property rights.
Pakistan’s Kill and dump, and forced disappearances policies have a long history, because The United Nations, intergovernmental organizations, and non-governmental organizations have shamelessly tolerated this kill and dump inhuman human rights violation in Baluchistan.
For us, every life is worth preserving. We honor every life, regardless of gender, race, religion, and class. Since 2001 forced disappearances have increased beyond imagination. Yet the United Nations and others have been busy covering the Crime against humanity on behalf of a member state. Ladies and gentlemen, the Baluch are also human they have rights to freedom, dignity, property, and to live under their own law.
Pakistan has killed thousands, physicians, engineers, teachers, businessmen, and the commoner inside and outside Baluchistan and moreover, tens of thousands are kept inside the Pakistan army’s unmarked torture cells, the United Nations, Intergovernmental and non-government organizations must protect those Baluch who cannot protect themselves from the nuclear-armed army.
Eradication of the Baluch from the CEPAC route
Pakistani security forces regard the Baluch as an enemy of the state and against China, Pakistan economic corridor, therefore, since the start of CPEC they have burnt a hundred villages on the CPEC route. They have displaced the hundreds of thousand Baluch from their ancestral homeland and forced them to live as a refugee around big cities a hundred miles away from their home. They are forced to live in intolerable conditions which are not acceptable to any human being.
The Baluch are deprived of their property,
The Pakistani army and army generals, top bureaucrats, top judges have confiscated the Baluch land. They confiscated the Baluch land sold them to a Chinese company or developed by them.
The Baluch no longer have free access to Gwadar city the crown Jewel of the Chinese one road belt project. Chinese has erected barb wire wall around the city. Not many people are allowed in and out of the city. Fishermen no longer have the freedom to their sea.
Natural resources,
Pakistan is a country that is not governed by the constitution or any kind of law. Pakistan is governed by the army general’s order.
Under Pakistan’s constitution provinces are owners of natural resources. Baluchistan produces gas, but Baluchistan is not benefiting from gas. Every Punjabi and other provinces' industries and houses benefit from gas except Baluch people.
Gold and copper,
Chinese, Canadian, Multinational companies, Pakistanis top judges, army generals, local corrupt politicians benefiting from these natural resources, but the Baluch see the whole on the ground getting bigger and bigger day by day and their living conditions and environment go from bad to worse.
Conclusion
Baluchistan was a sovereign and independent State, and Baluch is a nation, therefore, Baluch has rights to sovereignty by the same standard that every member state in this hall of nations claims their rights. Jinnah had accepted the Baluchistan sovereignty. In the Baluch mind Baluchistan is sovereign, but an occupied land. We ask the United Nations, and the international community to correct past injustice for the sake of peace and security in South Asia.
All civilian and military governments in Pakistan have used the Baluch forced disappearances and kill and dump policy in Baluchistan since 1948. All army generals, top judges, bureaucrats, and corrupt politicians benefit from Baluchistan resources and they have a common consensus on the Baluch genocide. The Baluch has always challenged Pakistan's claim over Baluchistan. Pakistan has failed to protect the Baluch, life, dignity, and property, therefore, Pakistan has no legitimate claim of sovereignty over Baluchistan by the United Nations standard.
There is no hope in sight for the Baluch within Pakistan. They will suffer forever in Pakistan. The United Nation should recognize Baluchistan as occupied land and ask Pakistan to withdraw its forces and allow the people of Baluchistan to live a normal life like the other nation in the world. In order to stop The Baluch genocide, The United Nation must intervene before it is too late.
