The issue of ethnic, religious protection will not be solved by simply ignoring it.


 
There is a need in each nation for sufficient national unity or cohesion to generate social and political power. This unity and solidarity must be strong enough to enable the diverse people that make up state to achieve purposes of well being of their nation.

The struggle for independence Baluchistan need to accommodate the diversity that exists in  Baluchistan, address competing parties that could undermine national solidarity.

In much of Iran the ethnics relation has been characterised by growing intolerance, inflexibility, and intemperance while the state political arrangements continue to deny the existence of groups’ differences in the name of state unity. The issue of difference ethnicity eventually will destabilise Iran.  

Democracy in Iran may increase rather than reduce the nationalist claims to self determination. There is need to recognise the durability of nationalist conflict and need to create institutions to mediate nationalist conflicts.

The Iranian state failed to accommodate Baluch, Arab, Kurd, and others which existed in Iran. The Iranian constitution failed to acknowledge their legitimate demands, and has not involved them in the political system and in the national building. The issue of ethnic, religious protection will not be solved by simply ignoring it.

The search for viable solution the Iranian must acknowledge the artificiality of state that the most parts were recent and arbitrary created in 19th-20th centuries. Iranian constitution does not reflect the diversity of the state. The Baluch people do not feel a sense of ownership of the constitution and they do not see themselves and their history therefore they cannot respect it, defend it.
