The popular religion and political organisation themselves are not enough without support of the Baluch establish political class

A movement with a clear political objectives led by established political class and has a belief can unify a wide sorts of groups and can create popular supports. The belief in independence Baluchistan offers an alternative loyalty to Iran and can bring together variety of groups who are opposing the state.

The penetration of the state into the Baluch religious a single element of autonomy previously left alone by Persian monarchy government forced the Baluch calling upon an alternative embodied in the Baluch nationalist principle.

The national values circulated through a good organised system of communication and utilises symbols and ritual activities can increase the spirit of harmony. The beliefs in a religion and national cause unite groups together in the modern way that go beyond tribal unities. The expansion of the new ideal usually carried out by intellectual may some time create a conflict with traditionalist and religious elites.

The leadership of movement must control tension, if the movement to be kept together and it is possible by avoiding radical social changes and emphasising more on the share values. After all the main objective of movement is not political reform or social revolution of the existing state but the Baluch national liberation.

The Iranian government wish to secure more power over the Baluch in Baluchistan in order to reduce the Sunni sect of Islam influence and secure the Baluch loyalty to state.  The religion and nationalist sentiment are linked to each other, although one can claim that the Baluch are secular minded people. Iran is governed by Shiite sect of Islam which is hostile to Sunni sect of Islam.

 The Persian encroachment upon the Baluch cultural and religion has promoted the Baluch national sentiment. In Iran religion is not a private affair. The religion and politic are mixed. The religious sentiment in Baluchistan could bring into nationalist organisations new groups against the State that had not supported nationalist before.

The religious movement in the western Baluchistan could be seen as new sorts of organisation against the state. These religious movement could only be effective if provided with leadership from the Baluch nationalist political classes. The Baluch established political class leadership participation furnishes the crucial peasants, shepherds support and some military skills.

The popular religion and political organisation themselves are not enough without support of the Baluch establish political class. The religious movement alone could be brutally crushed without help from established political class by internal and external interests. The Baluch struggle for national liberation need necessary leadership.

It is true the religious movement has an appeal beyond Iranian political boundaries, they can offer the opposition to the state much needed resources which are crucially important. Also appeal to religion can justify some rebellion against the state otherwise could not be effective opposition against the state.   

 The appeal to religious sentiment can provide the Baluch politician sentiment to mobilise groups otherwise have no interest in politic. The state power has increased, only those Shiite close to supreme leader (Ayatollah) could obtain enough patronage.

Those Shiite who have good connection with supreme leader could pick up cherished appointments to financial or official and have an access to the state other resources. The Tehran control over the Baluchistan local resources and jobs are increasing. The state found increasingly difficult to maintain the balance between the Baluch and non Baluch between Sunni, Shiite it has reached a point the Baluch were left outside the state system completely.
