Baluch National Council


   

Baluch National or (supreme council) is an old proposal has been debated among the Baluch diaspora (activists and leaderships) since 2008, but hasn’t been established yet. No group, no tribe, no individual is strong enough to liberate the Nation alone.

Aim

Baluch National Council is dedicated to the promotion of the Baluch national struggle for an independent and united Baluchistan and the protection of Baluch national interests. To discharge this historical responsibility, the Baluch National Council is established as an umbrella organization to bring representatives of all Baluch political parties, organizations, and activists together to mobilize our people and resources in support of Baluch nation’s heroic and just struggle for freedom. A unified national liberation movement is the main prerequisite for a free and independent Baluchistan.

Baluch National Council is of the firm belief that the Baluch, as a proud nation, will never accept their current status of being divided, marginalized, and reduced to second-class citizens in Iran and Pakistan. Therefore, the Baluch nation has every right under international law and the UN Charter to exercise its right to self-determination and to rid itself of foreign domination, exploitation, and tyranny. This is only possible in a free and an independent Baluchistan whereby the Baluch nation can occupy its rightful place among the world community of nations. BNC envisions a democratic, progressive, and modern state representing the aspiration of the Baluch people.

Strategy:

To chart the future course of Baluchistan and to fulfill our historical responsibility towards the Baluch nation, our homeland, and our future generations, it is imperative for the Baluch nation to rally and unite for the liberation of Baluchistan as the first and the most crucial step at this historical juncture that the Baluch movement is gaining ground and momentum internally and internationally. Therefore,  the Baluch National Council calls upon all the Baluch -- Ulama, farmers, workers, merchants, students and teachers, industrialists, intellectuals, and political parties and organizations-- in Baluchistan and in Diaspora to unite and join hands in support of the Baluch  struggle for regaining their lost freedom and reasserting the Baluch sovereignty over our homeland Baluchistan. The unjust and intolerable division and subjugation of Baluchistan and the regional and international developments dictate that the Baluch organize themselves into a unified and cohesive political force with deep grass root support capable of preserving and defending their legitimate rights at all times.

Secondly, it is also imperative that the Baluch nation unite and commit itself to instituting a genuine parliamentary democracy based on the internationally recognized norms and standards after gaining independence. The Baluch National Council will strive to build a civil society based on democracy, rule of law, human rights, pluralism, and social justice in Baluchistan. The Baluch democratic rights also include the right to choose their own form of government, to elect their government representatives through fair and free election, and to adopt a constitution that treats all citizens- regardless of gender, race, color, or religion- as equal under the law and that protects and guarantees freedom of speech, freedom of opinion, freedom of association, freedom of religion, protection of minorities, and free and fair election.

Internationally, the Baluch National Council will seek a general referendum, under the supervision of the United Nations’ observers, whereby the Baluch nation can freely exercise their right to self-determination and independence. The demand for such a referendum is certain to strengthen the international recognition for the Baluch cause.

Organization:

Until the achievement of full independence and reunification, The Baluch National Council shall consist of the representatives of three autonomous entities representing the Baluch national movement in Eastern Baluchistan, the Baluch national movement in Western Baluchistan, and the Baluch national movement in Northern Baluchistan. Each unit shall strive to unify their ranks and to mobilize their resources in support of their struggle. Each unit shall have full autonomy in running their affairs and conducting their struggle in accordance with their local conditions. The representatives of the three autonomous units shall constitute the governing body or the National Council of BNC and shall coordinate the activities of the three units when and where required.


The  BNC is open to all the Baluch individuals, Baluch political parties and organizations, and activists that believe in and advocate the Baluch right to self-determination provided that they comply with the Council’s rules and guidelines.
The BNC shall consist of the following organizations:
1-      A Secretariat responsible for administration;
2-       A General Assembly to be held annually and consisting of the members of National Council representing the three units, Founders of the BNC, and representatives elected every two years and responsible for all decision made by the BNC;
3-      A Central Committee in charge of implementing the decisions of the General Assembly;
4-      And an Executive Committee reporting to the Central Committee.
The members of the Central Committee shall be elected by the General assembly for two years and the Central Committee shall appoint members of the Secretariat and the Executive Committee. The powers and responsibilities of the General Assembly and all committees shall be defined by the Council’s by-laws.
The Central Committee shall be assisted in carrying out its responsibilities by the following committees:

Foreign Relations Committee responsibly for internationalizing the Baluch Cause.

Political Committee is in charge of organizing grass root activities and mobilizing people inside Baluchistan.
Public Relation Committee is responsible for publicizing the Baluch cause, handling the press, and acting as official spokesmen for the Council.
Cultural Committee is responsible for the promotion of Baluch language, culture, art, music, and history.

Human Rights Committee responsible for defending Baluch human rights, documenting and publicizing human rights violations in Baluchistan and referring any crimes against the Baluch to competent international organizations and tribunals for action.

The Youth and Students Committee to mobilize the Baluch youth and students to actively join and support the Baluch cause.

The Humanitarian Committee responsible for relief assistance to the victims of natural disasters or internally displaced people due to internal strife.
The Educational Committee responsible for promoting the Baluchi Language as the official medium of education in Baluchistan, assisting Baluchi students in college enrollment, and granting financial assistance to Baluch students in need.  
The Central Committee shall form as many other committees as necessary to carry out its functions.
