The Baluch in the western Baluchistan reject Persian restrain.

Only in a backward society man accepts his natural environment as given. The Iranian Shiite Mullah wants the Baluch to believe that the Persian state and laws are divinely sanctioned because Iran’s law is based on the Shiite religion doctrine. Any attempt to change the permanent order of society in Iran is blasphemy and impossible to change by the will of people.

Changes are inconceivable where society is governed by a religious extremist.
Iran is facing internal political instability and disorder. Political instability in Iran derives from social changes the rapid ethnics’ mobilization and failure of Persian elites to recognize political failure and challenges.

Urbanization, social-economic, industrialization, and increase in literacy, ethnic awakening, state’s backward institutions have undermined the backward state authorities and Shiite political institutions.

For the Baluch in western Baluchistan, the law is an external prescription over which the Baluch have no control. A Baluch discovers law, but he can not make a law. The Baluch cannot make a supplementary amend unchangeable basic Shiite law to improve the economic, cultural environment in which he lives.

The government governs the state by the so-called Shiite divine law, and the government does not allow any change in society.
Contrary to the Persian, the Baluch in western Baluchistan has developed a sense that they can understand their social-economical needs better than Tehran; they can improve the society by their rational action to change social and environments according to their demands. The Baluch in western Baluchistan rejects Persian occupation.
