Pakistan is saddled with an
irrational political map upon decolonization, one that does not function (geographically,
ethnically and economically).
The international system
supported the state leaders’ decision to retain colonial boundaries, even as corruption
ethnic rivalry, religious sectarian and Islamist radicalism made Pakistan more
dangerous and more vulnerable to mutual failed state.
Pakistan lacks many things. It suffers real shortages of
foods, education, investment, income, health and productivities; no effort has
been made to do something about them. Beyond these shortages there is shortage
of political community and effective authorities, and legitimate government.
Today Pakistan has a situation in which corruption, drugs,
laundered money, military, and curse of natural resources have weakened the state
and promoted political instability.
The trust in political organisations and institutions are
low subsequently the result is political instability and disorder. For nearly
seven decades after the creation of Pakistan the state’s elites has failed to
come to grip with the problems.
Not many have an interest to sustain a failed state but
Saudi Arabia and china do each one for their own selfish interest. Saudi Arabia
wants to preserve the Sunni-Islamist nuclear armed army which has state for
itself against Shiite and in their words “infidel”.
China wants to preserve Pakistan for its economic and
military expansion and protect Chinese interest in the Gulf and central Asia.
China is defenceless in the Persian Gulf that supplies
largest part of its energy needs. According to times of India 19, 2, 2002 china
was unhappy when Musharraf offered two airbases (Jacobaba in sind and Pansi in
Baluchistan) during the American war against terror in Afghanistan. Pakistan is
pawn in Chinese expansion policy.

Gwadar is a jewel in the
Chinese colonising policy in Baluchistan but the Baluch like Salem Mussa harbour fear for the future.
Gwadar was small fishing village it was offering livelihood
to many until the Chinese decided to build themselves navy and commercial
outposts in Gwadar.
The construction of unethical Chinese deep sea port in
Baluchistan offered no benefit to the Baluch, the Baluch lost their ancestral lands
and livelihood.
The military rulers appointed governor and chief minister of
Baluchistan at that time (2002) had assured the Baluch (local population) that
the new port will create better jobs and other means of income for them.
The Baluch have said that the deep sea port does not benefit
Baluch. Out of 29 high paid jobs 22 were given to Pushton only 7 jobs were
given to Baluch.

The Baluch have always
expressed concern that Pakistan is learning from the Chinese and are working
towards turning Baluch from a majority into a minority in their own homeland similar
to how the Chinese flooded Tibet and East Turkestan (Xinjiang).
They are also using Chinese money; China has become Pakistans
willing partner to supress the Baluch and expropriates Baluchistans resources.

infrastructure, land grabbers are making quick bucks at the expense of the
local, mostly small, landowners using pressure tactics and influence with the
officials forcing the owners to sell their land and relocate to the desert
outside the city”.)
“The minister said
massive corruption had been committed in illegal allotment of plots to
land-grabbers, adding that some political personalities were among
beneficiaries. Health Minister Mir Rehmat Saleh Baloch said the mafia had not
even spared plots reserved for graveyards in Gwadar”.

The Gwadar deep sea port has
been completed with Chinese money and Chinese labours, the Baluch lost what
they had. The Chinese investment in Baluchistan offered death to Baluch in
thousands and destroyed the fabric of community in order to generate profit for
Generals, Punjabi elites and people liberation army of china.

Saindak copper and gold
project in Chagi district Baluchistan is an example of unfulfilled promises by
Chinese as well as Pakistani authority to provincial government and people of
Chagi.
Saindak Copper and Gold mine is located near Saindak a town
in Chagi District Baluchistan. It has been said by Pakistani that the discovery
of gold and copper was made in the 1970 in collaboration with Chinese
engineering firm.
In 2002 the Pakistan government outsourced Saindak gold and
copper to Metallurgic copper of china limited under 10 year lease, which was
expired in 2012 and the lease was extended for another five years till October
2017. There is no independent monitoring. No one in Baluchistan is sure how the
loots from Saindak are divided between China and Pakistan. The Pakistani
authorities do not have control over quality and quantities of good leaving the
Saindak copper and gold mine for china to be refined and evaluated. The Saindak
copper and gold is the greatest challenge for researcher to study. Simply there
is no data to study.
The Saindak gold has not benefited people of Chagi in
Baluchistan. Chagi is the richest district in Pakistan but people of Chagi are
the poorest of the poor in Pakistan. Out of 10 well paid jobs in Saindak 9 were
awarded to Pushton only one to Baluch. Saindak where the copper and gold mine
is located turned to no go area for local as well as journalist. The Baluch
share of the Copper and gold is a wide deep grave in Saindak Chagi district Baluchistan
to be filled with over 1800 missing Baluch.
The success of china in Gwadar and economic corridor is in
part dependent upon reduction of arm struggle for an independent Baluchistan.
But the Baluch people have opposed Chinese involvement in Gwadar and the Baluch
leaders are saying we have not invited china to invest in Baluchistan.

In early November 2014 in
Beijing Prime Minister Sharif signed corridor pact authorising $45 billion in
projects in Pakistan.
Sharif promised to provide security for Chinese company and
workers, but ability to protect long road and rail road from Gwadar to china is
not promising. Chinese are determined to
develop the economic corridor from china to the Gwadar port regardless of the
cost.
The Gwadar port and economic corridor is part of Chinese
military expansion in the failed state and beyond. Pakistan inability to
protect the Chinese investment and workers in Pakistan will legitimise Chinese
direct military intervention into Pakistan. China is buying legitimacy for its
blue water navy port in Gwadar by investing on corridor which increases the
Chinese economic and military present in the Persian Gulf and beyond.
